EPG Channel locked mux problem

Description

This appears to be a variant of the problem in #10377, but a different code path is followed for EPG channel changes.

This was reported by Taylor in IRC as 'still being broken'.

I haven't tried to reproduce yet so I'm unsure of the particulars.
