Mythfilldatabase settings missed in UTC conversion

Description

Settings mythfilldatabaseLastRunEnd, mythfilldatabaseLastRunStart, MythFillMaxHour?, MythFillMinHour? appear to use UTC, not local time. Some of the other mythfill* settings may need attention as well.
