start EIT scan on the transport that contains the complete SI

This ticket is a reminder on where to find the full EIT. Feel free to adopt it if you get to it faster then me.
A DVB network/bouquet can signal a transport that contains the complete SI (or more) of the network/bouquet. By starting the EIT scan on this transport the EIT scan can be accelerated. The LinkageDescriptor? can be found in the NIT or BAT, depending on the scope of the (guide) information. LinkageType? is LinkageDescriptor::kTSContainingCompleteNetworkBouquetSI. The ability to tune to the mux would be nice but is not mandatory. (aka we have to pick a random service) Quoting from EN 300 468:
If the linkage_type field has the value 0x04, then the service_id field is not relevant, and shall be set to 0x0000.

I would like to add the following:
As this complete EIT on this specific transport will be bigger it will timeout before all distinct EIT would be collected (say for a 5 minute timeout in my case).
The active scanning algorithm should be adapted to scan this specific transport more often, otherwise this optimization would make no sense.
