Some programs are broadcast twice. Once with sign language and once without sign language. Add the additional priority modifiers needed to support this, as is already done for Closed Captions.

Additionally, some programs are broadcast in HD and in SD. Add an additional modifier to allow users to prefer HD or SD

[21495] adds the priority modifiers for sign language(#6665), [20768] added eitfixups(#6664)

HDTV parsing and priority modifiers were added long ago
