Description

Here is an eitfixup for the german dvb-c provider Kabel Deutschland and Premiere. It fixes the encoding on most channels and parses the descriptions for extra infos.

Since the regexps are rather expensive we should separate the encoding fixup and the parsing of the EIT description. They will match nothing in the DVB-T EIT of Pro7 or Sat.1. Encoding fixups are in #2452.

The regexps need certainly still some work. The subtitle for Premiere is bad. I will post a updated patch.

most parts are applied, I don't think that a general fixup for KDG channels is a good idea since it mostly retransmitted channels.
