Configurable fast forward / rewind / slowmo speeds + variable reposition amount

First patch: The fast forward/rewind speeds were already configurable (but did not have a gui setup screen). This patch makes the slowmo speed configurable in the same manner. It also allows you to override the repositioning amount on a per ff/rew speed basis (this allows you to emulate tivos "no skipback at 3X playback" feature, but with more flexibility). It changes the speedinc feature to work off of the same playback speeds as ff/rew (instead of the separate, non-configurable set of speeds it currently uses). Finally, it does better tracking of the current playback speed so that all speeds in any of the playback modes will be properly reported via the network control port's "query location" command.

Second patch: Adds a section on the "TV Settings->Playback->Seeking" config page to allow setting the ff/rew & slowmo speeds along with the per-speed reposition amounts.
