Fix blue people when using Xv picture controls

Description

When enabling 'xv picture controls' with 0.21, my radeon card will display odd colors (people looking like smurfs). This regression happened in changeset #14689 because 'valAdj', which was used to work around the smurfiness for some Xv adaptors, wasn't used anymore. The attached patch fixes this by adding the missing parts back in.

(In [16896]) Fixes #5039. Backports hue fix restore. This fix was somehow lost along the way, but is needed for ATI + VIA cards when using XVideo picture controls.

This patch gives reddish/purple people on my system with onboard SIS 741GX video. I'm running 21-fixes version 17074. Backing this patch out returns my colors to normal.

Please adjust the Hue slider to 50%.
