Weather animated map fix for subdirectory installation

Description

This corrects a problem with the weather animated map which is not found/displayed when Mythweb is installed in a subdirectory which is not in the root of the web server.

It looks like the same problem is present with the static map (not offered for my region, I had to chose one from another to test this).

The patch that follows includes the previous patch and the fix for the static map as well.

(In [17567]) Fixes #5171, this adds a new define called cache_url and updates the weather module to use it, so maps work for non root mythweb installs
