Detect programs whose broadcasters claim are longer than their timeslot

Description
If a program claims to be longer than its timeslot, give the poor user a way to know. Useful for certain broadcasters and for data from Schedules Direct, at least. Much more voluminous rationale, examples, various versions, etc are attached to this ticket.

In short, per the SD developer in the thread, the runtime information bears no direct relationship to the scheduling information and as such should not be used for any scheduling decisionmaking.
