Preview changes causes bogus rule to be created

Description

Create a single record.

Go to view scheduled, change the end-late setting, preview the changes, then save rule.

Go to recording rules and see original rule unchanged and bogus new rule with changes.

(In [21895]) Fix the schedule changes preview for new records. Fixes #7070. Don't assign the last_insert_id to m_recordID when using a temp table. Fixes #7075
