Remove libmad from win32 build

Description

It seems according to [22669] libmad is no longer required, so I think it should be removed from win32 packager as well.

(In [22733]) Remove libmad. Closes #7483. I was going to hold off for a few more months (so that the trunk version of this script could still try and build

old versions of mythplugins), but given the 2 or three users who have had

success in building that plugin, better to eradicate this ticket.
