No "Navigate" menu for in-progress recording

Description

During playback of a recording that is still being recorded, there is no "Navigate" menu, and hence no menu item to disable commercial skip during the playback. Symptom appears in 0.24 builds.

I noticed this issue during the "big game" and thought I'd get my feet wet writing my first simple patch. Hopefully I did everything correctly. Patches for fixes/0.24 and master branches are attached.
