Description

A few of the package locations are out-of-date for the Windows build script. I either slightly bumped versions (MySQL .58 -> .60) or found the new canonical locations.

I also had problems doing a 64-bit -> 32-bit cross-compile because some libraries don't support it (libxml and libxslt still have broken dependencies here too). Rather than have other people run into my problems, I just decided to put an installation note in.
