Live tv loses a second at program change over

Description
If you watch live tv and a program change is scheduled, you miss at least a second of coverage.
I cannot see why a new thread etc is not scheduled for say 10 seconds earlier and all that is required are created during that time ready for the change. This would allow a smooth changeover and not result in missing dialogue which happen so annoying regularly.
This problem has been there for years and only occasionally vanishes before coming back pretty rapidly.

Still not fixed, and in fact, up to 3 seconds get lost depending on the power of the systems involved.
