Scanning for channels does not wait until the rotor has finished moving

Description
In a setup with a satellite rotor, the tuning timeout in order to get a lock on a channel starts running immediately, rather than first waiting until the rotor has finished moving. This requires launching the scanning command several times to first get the rotor at its required position.
