Evaluate ​biTStream, ​libdvbpsi and ​others, then replace our custom PESPacket/Section handling with it.

See #11399 for thoughts on keeping track of DVB-EIT in such a way that we can remove programmes from our database when they "disappear" from the EIT. Thus avoiding conflict later when we learn about new programmes that fill the same time slot.
