Mythtv Packaging fails to build deb packages for master

Description

Building deb packages for master fails on Ubuntu 18.04 and Debian Stretch. mythnetvision build fails due to python bindings not being found.

There is a recent change to fixes/29 DEB: Fix patches for 29 f63657c92a7e1194e57923636427e3f134fb369c I think something similar is required for master

I also suspect this may be the reason (or part of) ppa:mythbuntu/30 has not been built for nearly 6 months.
