Two EIT patches - configurable EIT craw after idle and limit craw to extend EIT transports

Description

This patch does two things:

  1. Makes configurable when EIT craw starts after the backend becomes idle This is handy for users of rotors so the dish doesn't potentially move after only 2 minutes of idle time.
  1. A configuration item which forces the EIT craw to only scan transports which have extended EIT on selective transports - as configured in dtv_privatetypes. EIT scan duing LiveTV/Recording is uneffected.

Please let me know if you'd prefer these as two seperate patches.

Please don't committ the limit transport patch yet. I'm turning around in my head a much better way of implementing this.
