PIP window not scaled in HDTV programming

Description

When viewing HDTV content and turning on PIP tuned to a standard definition signal, the picture in the corner isn't scaled to match the higher resolution of the HDTV content, so the PIP is really tiny.

(In [7080]) Fixes #188.

This resizes the PiP window based on the size of the main video window.

Like the old PiP I make no attempt to keep the aspect ratio in the PiP window correct.
