Description
If you go to any theme and put an actual image into button_off.png (which is the 'normal' state button graphic for MythCenter?) you will note that it is drawn *covering* the 'active' button, which is less than useful.
The 'active' button should be drawn above the 'normal' one, if they're both going to be drawn at all. The code probably shouldn't draw them both, but someone might want to do like a shiny glow over their active button and keep the same background for all the normal (inactive) buttons.
This persists as of SVN 12635 from 0.20-fixes.

*sigh* Nevermind. It turns out that all the current themes but one seem to have the inactive button graphic as their <image>, which aside from unnecessary repaints, is the reason this problem appears in the first place.
I swear I'll get an actual bug soon.
