Change TOGGLESTRETCH so it turns Time Stretch on and off.

Description

I have implemented something along the lines of what this thread is talking about: ​http://www.gossamer-threads.com/lists/mythtv/users/151373

Now when you press TOGGLESTRETCH on a recording that you have just started playing, it will set the time stretch speed to 1.5 and display the adjust time stretch osd.

Adjustments to timestretch are then handled in the same was as before. Pressing the TOGGLESTRETCH key whilst the time stretch osd is displayed will revert to normal 1.00x speed and remove the time stretch OSD.

Pressing TOGGLESTRETCH again will set the time stretch speed to its previous setting and display the time stretch OSD to enable you to adjust it again.

It probably won't be accepted as is. However, I'm going to look at adapting it and incorporating into another change I'm planning, probably next week.

(In [8408]) Added the ability to quickly switch between 1.0X and the last time-stretch speed. By default, this action is not bound to any key. Based on a patch from frosts1 at hotkey dot net dot au.

Closes #391.

Thanks gigem. That should do the trick nicely. I'm very pleased that this got in before 0.19
