Description
Currently storage groups is defined with a type of SETUP_GENERAL. This patch changes the type to SETUP_STORAGE_GROUPS.

(In [15924]) Closes #4634 - change setup.xml entry for Storage Groups to type SETUP_STORAGE_GROUPS. Update themes with button definitions to include a placeholder watermark. Added setup.xml button types to button_types.txt
