Detect programs damaged by their broadcasters and notify the user for rescheduling

Description
Do some signal processing on recordings currently in progress and alert the user in real time if we find EAS alerts or excessive silences in their audio. Complete rationale, installation instructions, and code in attached compressed tarfile. Does not patch the Myth core code at all; instead, monitors files that Myth writes into the filesystem.
I'm proposing that this be added to the contrib directory somewhere.

Note: See
TracTickets for help on using
tickets.
The consensus appears to be that we should/will handle this internally rather than with a script, you can track #3872 (whose fix will encompass all recordings, not just firewire ones). I know that that particular ticket doesn't deal with all the things your script purports to, but all of the above *should* be handled internally.
