Scanning s2api dvb transponder fails through mythtv. scan-s2 does work

Description

I have a few working s2api channels in MythTV now which work. Those transponders can be scanned and the channels added. The following transponder gives errors, and so the channel will not be scanned:

Astra 23.5E: S2 12109000 H 27500 9/10 QPSK

A channel.conf import fails as well. I think it has to do with the 9/10 not being accepted correctly by the scanner, but I am not sure.

log shows first scan with 12109000 H dvb-s2 fec auto as parameters. This will scan, but will not lock or find any channels. Changing the FEC to 9/10 results in an immidiate parameter error, no actual scanning takes place or is included in the logging.

(In [22160]) add '3/5' and '9/10' FEC to parsetable. Fixes #7104
