neon-wide theme errors in menu-ui.xml

Description

neon-wide/menu-ui.xml has some code that my frontend (0.22-fixes r22957) does not like. From the frontend log:

Removing lines 12,13 and 18 seem to fix the problem (for me). Patch attached.

Theese themes are in themes and oldthemes because they are unsupported and pending deletion or rewrite.
