MHEG not working

Description

MHEG is no longer working in trunk. It was working a few weeks ago and the ffmpeg resync seems the most likely culprit.

Loathe as I am to hold up 0.23, it's a major regression for users who use the interactive services in the UK, New Zealand etc and hopefully the issue will be easy to find/fix.
