channel scanner determines a channel encrypted that is not — at Initial Version

Description
When scanning channels on an HDHR I noticed that it was missing a channel. Scanning with the hdhomerun_config I see it is program 3:
SCANNING: 639000000 (us-irc:93, us-cable:93) LOCK: qam256 (ss=94 snq=100 seq=100) TSID: 0x1FFD PROGRAM 1: 0 (encrypted) PROGRAM 3: 22.1 ION
When scanning with the mythtv scanner with "Unencrypted only" checked it thinks both programs are encrypted:
2011-01-21 16:31:55.544 ChannelScanSM(10204A5B-0): Program 1 -- Encrypted 2011-01-21 16:31:55.544 ChannelScanSM(10204A5B-0): Program 3 -- Encrypted
If I uncheck "Unencrypted only" and add the channel I can tune and watch it fine. I will attach the -v channelscan log.
