Parental control does not default to highest level when file is not rated (NR)

Dear mythtv-developers,
here is my configuration for parent control...
Default level: 1 - lowest (a pin for level 4, 3 and 2 is set)
Level 1: G:TV-Y:TV-Y7:TV-G Level 2: PG:TV-PG Level 3: PG-13:TV-14 Level 4: NR:R:NC-17:TV-MA
With this configuration I would expect that every user who enters the video library in the first only sees level 1 rated content (G:TV-Y:TV-Y7:TV-G).
But the user also sees the not rated content (NR). (Perhaps the first entry of the level 4 rule is ignored by the search for changes function, or when not the level is overwritten by an internal default value of 1.)
I would expect that either the setting will be considered as configured (rating value NR leads to level 4) or the default level is automatically set to the highest available level (level 4).
Perhaps there is a "small" mistake in the interaction of the parental control settings and the changing of the metadata.
Can you please check that?
