Mythtv 0.28pre Upgrade and new install from ppa 0.28 fails

Description
The following error happens on either upgrade or new install on Ubuntu 15.10 of 2:0.28.0~master.20160113.a0debad-0ubuntu0mythbuntu2
sudo dpkg -i mythtv-database_2%3a0.28.0~master.20160113.a0debad-0ubuntu0mythbuntu2_all.deb (Reading database ... 333906 files and directories currently installed.) Preparing to unpack mythtv-database_2%3a0.28.0~master.20160113.a0debad-0ubuntu0mythbuntu2_all.deb ... Unpacking mythtv-database (2:0.28.0~master.20160113.a0debad-0ubuntu0mythbuntu2) over (2:0.28.0~master.20160113.a0debad-0ubuntu0mythbuntu2) ... Looks like recent change to mythtv packaging has broken things commit 5bdf696e5a6478908742b123cfc1a37ff551d1f9

Sorry, forgot to mention the error leaves mythbackend in inconsistent state so it does not run.
