On a frontend which uses an SSD, it's possible for the frontend to startup before the networking is fully online.
In this case the dialog is shown to configure the frontend and connect to the database (like what happens when the frontend is not configured).
We should leverage the API's available on modern systems which can be used to determine if the network is online or not.
