Description
The system this was identified on has two sources, one is for two HDPVR devices connected to their own cable boxes, the other is an HDHomeRun connected to an OTA antenna. The HDPVR sources have many more channels available to them, and are set as the priority inputs for live tv. However, when both HDPVR are in use MythTV naturally attempts to go to live tv using one of the HDHR tuners.
This is where things go awry, MythTV attempts to tune the HDHR to a channel on the source for the HDPVR that does not exist for the HDHR, which of course if prevents from happening, and then kicks the user back to the menu.

If your issue still persists, please open an issue in Github https://github.com/MythTV/mythtv/issues
and reference the existing trac ticket.
I can reproduce this problem on today's master with two tuners, one satellite and one terrestrial, of course each with their own video source. It looks like the Live TV channel selection does not take the video source into account.
