User 'mythtv'@'localhost' not created by Xubuntu install

Description
Installed mythtv 0.28.1 from packages on Xubuntu 16.04.
add-apt-repository ppa:mythbuntu/0.28 apt-get update apt-get install mythtv
Specified that this would be the only mythtv machine.
mythtv-setup was not able to connect to database. In mysql found only user 'mythtv'@'%' had been created. Manually added 'mythtv'@'localhost' and necessary grants. Setup now works.
Not sure what priority to assign - it was a minor problem for me, but would be a blocker for a novice.
