DVB Signal Monitor uses fixed timeout - use database value instead

Description

Signal timeout is fixed at 3000 ms in the code, there is a code comment that the value should come from the database, this is what the patch does. To maintain backwards compatibility (and minimize regression testing) the 3000 ms timeout is used unless database value is greater.
