I've confirmed this with atrpms stable release, as well as svn 9207.
in mythtv-setup, input connections, there is no "external channel changing program" field displayed.

I currently still have this issue.
I am running Xubuntu 9.04 with MythTV installed from the ubuntu repositories (0.21+fixes). I have a DVB tuner card, Hauppauge HVR2250 (saa7164), and when I go to the input connections screen of mythtv-setup, I see the DVB input label, and there is no text field to put in the external channel-change script.
If this was fixed 3 years ago, any clue as to why I am seeing it in my install?

I am having the same issue. Seems like MythTV does not support digital capture cards and STB external changer.
So what is the best alternative for this option, then?

Digital tuners cannot be used for capture off a STB. There is no need for a channel changer script.
(In [9209]) Closes #1422. Cleanup of CardUtil?.
This also fixes the problem where DVB input connection options were always being shown, hiding the external channel changer setup.
This also adds an edit and delete binding to the DVBTransportEditor, so you don't need to use the menu to delete a transport.
This also beautifies the transport editor for ATSC and analog transports.
