Description

The setup UI prevents you from setting a useful finetune frequency offset because the range is too small.

(In [7092]) Fixes #232.

Changed finetune from Hz to kHz.

Also added some help text to various channel settings:

rank, xmltvid, icon, fredid, and finetune.

And changed the V4L freqid label from "Frequency ID" to "Frequency or Channel". This should give people a heads up that they can specify either a channel or a frequency, plus the added help text might help as well.
