Channel scan for QAM256 starts at 78, should be lower

Description

I just got a HDHomeRun and performed a "CableHigh?" QAM256 scan which started at channel 78. I then re-scanned with Cable, starting at the low channels, and it added a channel from channel 77. This makes me think that CableHigh? should start at something lower than 78. I'm running mythtv SVN changeset 14374 (atrpms-bleeding). I found the code in libmythtv/frequencytables.cpp, but I'm not sure of the appropriate patch.

We have to make the cut-off somewhere... If I lower it by 6 Mhz for you someone will open a ticket next week wanting it 6 MHz lower still, before long the "Cable High frequencies only" will be the same as "Cable".
