"Seperate video modes for GUI and TV playback" doesn't work

Description
My Xorg.0.0.log shows three modes 1920x1080_50, 1920x1080_60 and 720x576_50 successfully requested and validated. I have "Separate video for GUI and TV playback" checked, along with settings:
GUI 1920x1080 1920x1080 Any Default Overrides 1920 1080 1920x1080 Any Default 720 576 720x576 Any Default 0 0 320x175 Any Default.
I do see successful mode swaps between 1920x1080_50 and 1920x1080_60 depending on the frame rate of the source, but 720x576_50 is never used.

I also have "FlatPanelProperties?" "Scaling = Native" in my X config.

frontend log shows lines saying "LoadBestPreferences?(720x576, 60)". The file being played back is 720x576i50, and there is no 60Hz 720x576 mode. Perhaps the automatic resolution change works only when there is a 60Hz version of the mode.

This looks to be working in 0.24. My TV now shows 576p when I play 576i content.
But I have a new problem: if I use the feature then often repression of the mouse cursor fails. If I remove the 576p mode, and use just the 50Hz and 60Hz 1080p modes, then all is well.
