mythtv-setup failed to open tuner card to scan for channels

Description

I think this is an old bug that, but I just had it happen again after the latest update. I had to manually stop the mythtv-backend service even though mythtv-setup had already asked to do that. The tuner card was "busy" until I manually sudo service mythtv-backend stop. After that, the tuner was available for channel scan.
