mythcommflag does not wait for software encoding file to finish

Description

mythcommflag will exit early and mark a file as "finished flagging" if started with the start of the encode, using "all methods" with mpeg4 encoding.

Please supply "-v record,playback,commflag" logs from mythbackend for an example of when this happens so I can try to debug.
