Description
We're in a string freeze, but r26504 introduced ~120 new strings for translation. We should wait introducing these translatable strings until after the 0.24 release.
Since DishNet? is an US-only service, perhaps they shouldn't even be translatable at all, at the very least, the ratings should not be tranlatable. We can take this up again once 0.24 is out, but for now, lets not create more work for the translators :)

(In [26534]) Make ~120 strings (related to DishNet?) untranslatable to avoid last-minute extra work for the translators. These strings were introduced in r26504.
If we agree that these strings should be translatable, we'll make them translatable for 0.25.
ACK by stuarta, fixes #9012.
