Guide in Live TV navigation errors

When I am watching Live TV and I pull up the Guide, I can maybe navigate once with the directional keys (Up, Down, Left, Right, Page Up,...) and then it starts to either change channels or navigate through the recording (depending on that key's binding in playback mode). This is very annoying as I thought the context switched to general when the guide was opened. I have tried any number of key binding tricks to fix this, but even removing the playback context bindings for these keys doesn't work. The guide still stops navigating even if those keys don't do anything in the playback context.
