Add configuration for Live TV Idle Timeout

Description

Live TV obeys an idle timeout value in the DB, but it is missing a configuration item. This patch adds it.

(In [21378]) Add a spinbox for specifying a value for the "LiveTV Idle Timeout" setting.

Since many (especially new) users often want this functionality, make the setting available through setup so direct DB editing isn't required. Thanks to Robert McNamara? for the patch.
